Dialogue Fiji is inviting proposals from qualified providers for the design, development, and implementation of a National Human Rights Documentation Platform and Public Reporting Portal under The IMPACT Initiative: From Impunity to Accountability, an EU-supported project.
This platform will establish a secure centralised database to systematically document and analyse human rights violations in Fiji. It will integrate empirical research data, enable structured case management and analysis, and include a public-facing portal allowing citizens to submit reports.
We are seeking experienced technical providers with strong expertise in secure database systems, case management platforms, and sensitive data handling.

Research Lead (Empirical Research Specialist)
Comprehensive Research on Human Rights Violations in Fiji

Background
Dialogue Fiji is implementing The IMPACT Initiative: From Impunity to Accountability, a project focused on strengthening justice, accountability, and human rights protections in Fiji.
As part of this initiative, Dialogue Fiji will undertake a nationwide empirical study documenting ongoing human rights violations and identifying emerging risks and systemic patterns. The research will generate a robust evidence base to support advocacy, policy reform, and the development of a centralised database on human rights violations.
Dialogue Fiji invites Expressions of Interest from qualified empirical research specialists to serve as Research Lead for this study.
Role Overview
The Research Lead will provide technical leadership and oversight for the design, implementation, and analysis of a nationwide empirical research project. The role requires strong expertise in applied research methodologies and demonstrated experience managing complex field-based research involving sensitive topics.
Key Responsibilities
The Research Lead will:

Design the research methodology and analytical framework.

Develop quantitative and qualitative data collection tools.
-
Establish ethical and safeguarding protocols, including informed consent and data protection measures.

Train and supervise research staff and field enumerators.
-
Oversee nationwide data collection and quality assurance.
-
Guide development of a centralised human rights violations database.
-
Lead analysis and preparation of research outputs, including the final national report and policy briefs.
Required Qualifications and Experience
Applicants must demonstrate:
-
Advanced degree in social sciences, law, human rights, governance, or a related field.

Strong expertise in empirical research design and implementation.
-
Proven experience conducting field-based research using mixed methodologies (qualitative and quantitative).

Demonstrated ability to manage research teams and complex projects.

Experience working on sensitive or rights-based issues is highly desirable.

Excellent analytical, writing, and communication skills.
Desirable:

Experience in Fiji or Pacific Island contexts.

Familiarity with trauma-informed or victim-centred research approaches.
Duration
The assignment is expected to run for approximately 12 months, with varying levels of engagement across different phases of the project.
